Hi,
First of all, I fully agree with Japdips's comment  concerning your case.A second opinion would be really something to consider.
Now, if you have no Insurance coverage, you could also contact the department of social work (should be in the phone book). In most major cities, there are medical facilities that will take fees on a sliding scale based on income or have plans for people who do not have adequate insurance coverage. These offices should know where you can obtain medical care in your area.
To find a  Doctor/Surgeon, aside from your personal Doctor for a referral, you could also try the" Divisions and units of the American Cancer Society"They will often provide local referrals. You may also call the national office of the society at 1-800-ACS-2345 for such information.
The American College of Surgeons (312-202-5000) will give you names of surgeons specializing in breast cancer in your area.
Best wishes and good luck...

Check with your local health/human services department for insurance coverage. I cannot help with finding a doctor either.

If these lumps are recurring they must surely be of a benign nature .... either cysts or fibroadenomas. Actually there is no reason in most cases to remove these lumps and they are well known to return .. actually not return but new ones develop. If  were you I would get a second opinion from a Breast Specialist or Breast Surgeon before undergoing further surgery except for possibly a biopsy to determine exactly what type of lumps have been found. Sorry, can't help you with advice as to a Dr. in your area but your own Personal Physician should be able to come up with some choices for a referral to obtain a second opinion.     Regards .....
