Chemo effects after 1 yr

My mother had stage 2 breast cancer. Her right breast was removed. She received 3 cycles of FEC100 and 3 cycles of Docetaxel 75 for chemo.

Her last chemo was on Feb 2009. She has this complain now that she feels some numb sensations at the tip of her fingers and her bottom leg also feels stretched. Is this related to chemo? Can Chemotherapy have a years long effect?
When she was having Docetaxel her skin had darkened and upper layer was changing after some time. She had this stretching also.

Chemotherapy effects can last for years after treatment. She might ck. with her Oncologist regarding her problem.  Regards
