Friend Opting out of treatment

My friend was dx with IDC - 1.7cm - grade 1 - No lymph involvement - ER neg - HER2+.  That is all I have so far on tumor characteristics.  She has had a lumpectomy and has said she will have no further treatment.  (Oh, margins were clean also).  I am urging her to have at least radiation and she won't hear of it.  She meets with the onc next week.  
What do you think of her choice for no further treatment?

Dear CutiePatutie:  It would be in her best interest to have radiation therapy or to have a mastectomy, from the point of view of local control of the disease.  Perhaps her meeting with the oncologist will encourage her.

Question- My Grandmom who is 71 year old has just got operated for a cancer on the left breast she has a medical history of high blood pressure also had a paralytic stroke 5 years back due to which now she is bed ridden and is also diabetic, the characteristic of the tumour is ER negative and PR positive focally the oncologist has adviced chemo along with radiation but because of her age and medical conditions we are not in favour of chemo please advice on any other alterantive ways to control the spread of the disease .
