Needle breast biopsy vs surgical removal

I have had pain in my right breast for a number of years which came and go but returned again about a 6 months ago. The pain is regular, slightly more before my period. I am 35, slim with small dense breasts, I had a mammograph and an ultrasound last week. They showed two small cysts in my left breast and one cyst in the right one. The right one is suspicious as the radiologist cannot tell if it is filled with fluid or solid. He wanted to do biopsy on that one on the day which I refused as I was in a lot of pain from mammograph (repeated 3 times and painful) and wanted to research it first.
I also have two cysts (slightly over 5mm) in my left ovary. I am supposed to come back and have them examined in 3 months. If they are still there, I will need a surgery to remove them.
I would like to wait 3 months to repeat my breast ultrasound and wait with any procedures until the situation with my ovaries is clear. If I need a procedure for them, I may as well have an open surgery for my breast cyst and remove the cyst/lump under general anastethic.
How long is it safe to postpone the treatment? I am extremely scared of needles and biopsy terrifies me (especially after reading horror stories about them). I am also more inclined towards removal of the cyst (if it is a cyst or lump) rather than biopsy to have accurate results and minimise the risk of it coming back (refilling with fluid if it is a cyst) and risking scarring and post biopsy complications and pain.
I would be grateful for your response and opinion on this.

First of all there is no way to insure that cysts will not recur if they are removed. Biopsies are done under local anethesia and I see no reason to remove cysts of this small size when it isn't necessary. I would certainly advise you to have the biopsy that was recommended of the suspicious cyst in your right breast; waiting to have investigation of any suspicious finding in the breast is very foolish. The risk of general anesthesia is many times over a needle biopsy and I can't understand anyone choosing that route. I don't know what scarring you would be having with a biopsy but this would be a possibility with surgical removal and the pain post biopsy would be minimal at the worst. I can't imagine any Surgeon agreeing to remove something without knowing what it is anyway. You need to rethink this situation and follow the recommendations that were made following the Ultrasound.  Regards ....
