Vaginal Extra Skin

I have a question, lately I was feeling around my vagina, and I know I have two sets of lips inner and outter, but around the vaginal hole area there is a skirt of skin. It doesn't hurt but it looks weird, and I'm not sure if itll grow or what it is or if it's normal so I was wondering. It's painless and it's pink just like my vagina. What can it be?
