my friend had a cyst removed last yr. it was benign. now she noticed another cyst on her breast with a size of dime, is this normal to develop another cyst?

Dear reftwig, Yes, it is possible to develop another cyst.  However, she would want to have this change checked out by her physician to be sure that this is indeed a cyst.

It's extremely common to have many cysts; in fact it would be unusual to only have one in your life, if you're the type who forms them. The main issue is that whereas cysts are not at all harmful, any new lump needs to be evaluated in some way, no matter how many cysts a person has had in the past. You can't know for sure that a new lump is a cyst until it's been evaluated in some way or another.
