Each person is really unique in terms of biology. It is very hard to predict who will have lasting side effects from chemotherapy, and who will fully recover. In your situation, the hair follicles damaged from the previous treatment may not have fully recovered, and we are not sure if full recovery is possible. While some people's hairs would grow normally after chemotherapy, the reason for the difference between you and these people is unclear (like I said, different biology).
However, I believe there is still room for optimism, for some would indeed recover their hair even after two years post treatment.
Regards.
