Hi,
Skin on the breast is like skin anywhere else on the body..I don’t think that what you have has anything to do with breast cancer,,especially at your young age. This is most probably a skin condition.A large variety of skin abnormalities could be responsible for what you describe and it's impossible to tell you over the internet what this could be for sure ,without the benefit of a medical examination.
Please ask your Mom to make an appointment with a dermatologist to find out what this skin problems represent okay?.
Take care...
