cluster of cysts

Persistent pain in left breast and under arm , cluster of cysts in breast, have tried all sorts of medication recommended by GP but nothing eases the pain. GP said they won't remove them. Any suggestions ?

Fibrocystic breast changes is very common causing the breasts to feel swollen, lumpy, and painful.  
It's usually worse right before your menstrual period, and then improve after the period starts.You may feel pain or discomfort, usually in both breasts but it can be felt also in only one breast and be persistent as it is in your case..
You don't say if you had a Mammogram/Ultrasound to confirm if these lumps are indeed cysts.If no tests have been done,I would advise you to see a Breast Specialist so these lumps can be further evaluated.Cysts(When it's absolutely sure that they are cysts) are usually left as they are because they are benign lumps which do no turn into cancer.
However when cysts are painful or growing, they can be aspirated by a fine needle to remove the fluid,thus easing the discomfort.
For the pain you can take medication such as acetaminophen or ibuprofen, use heat or ice on the breast and wear a well-fitting bra.
Try to avoid caffeine (Chocolate,coffee,colas) and limiting your salt intake. Supplements such as vitamin E, thiamine, and evening primrose oil could also be beneficial.However before taking any medication or supplements, talk with your health care provider first.
Hopefully most of these painful symptoms will go away over time.

I'm not sure what type of medication you have been prescribed but as a rule any typical over the counter pain med. is helpful. You can also cut down (or even out completely) any caffeine that you normally ingest ( coffee, chocolate, etc. ) which sometimes helps. I'm not sure why your Dr. is against the removal of the cysts although they may recur. I'm hoping that you have had the proper investigative tools used such as Mammogram and/or Ultrasound and possibly even some type of biopsy to determine that these are indeed cysts. You might consider a second opinion from either a Breast Specialist or Breast Surgeon regarding the possibility of removal since you seem to be in a great amount of discomfort.   Regards .....
