Dear Debra50, As this is a breast cancer forum our focus is on answering questions related to breast cancer.  In general however, over the internet without ability to ask questions and evaluation of your brother’s situation it is impossible to advise specifically.   A couple of basic  questions you can ask your brother are; whether the thought is this primary liver cancer or is it cancer from another area of the body that has spread to the liver (metastatic cancer)?  What is meant by “experimental shots” (what medication is being recommended to treat the cancer)?
