Dear ocshorty26, Over the internet without ability to evaluate it is impossible to say what this is.  The skin on the breast is like any other area of the body is subject to a variety of irritations and reactions.  If this is worsening and continues to be of concern to you bfing it to the attention of your doctor who can evaluate in context of your situation.
