stunted breast growth

i was wondering...is there such thing as a stunt in breast growth? if there is, then what are the possible causes? you see my younger sister is 13 and 1/2.she has asked me to ask these since she is underaged. also, would it be safe to have a breast enhancement at her young age? i would also like to know at what age breast development begins and ends. thank you very much!

Dear anastacia:  Breast growth begins at puberty.  Breast size is dependent on several factors including heredity and body fat.  The length of time for puberty varies from individual to individual.  Thirteen and one/half years is way too early to consider breast enhancement.  This is a decision that should be made by a mature adult who can logically evaluate the risks and benefits of this sort of procedure.
