whether the chemo is required or not, if yes than what?

My mother  got surgery MRM  for Ca breast. She is 60 yrs, Tumor was grade 2 mucinous type infiltrative ductal carcinoma of 2. 4 cm in size with lympho vascular embolisation present, all nodes negative, Strong ER and PR positive(6/8), her2-neu negative. KI-67 is 25%

Q. whether chemo is required or only harmonal therapy is sufficient.
Q  if chemo required than whether CMF or FEC and for what duration
