Breastmilk has a higher fat content and is more nutritionally sound than whole milkBreast milk Breast milk jaundice Lactose intolerance Nipple discharge - abnormal and most other foods your 14 month old would be eating anyway. The key is balance. My 17 month old is also showing no signs of being willing to wean any time soon. He eats a variety of solids, drinks 8-16 ounces of whole milk, but still nurses. He is a big boy and I believe he nurses not only for nutrition, but for the comfort it brings.
None of us can address why your daughter is failure to thrive. That is something the pediatrician should be working with you on. If she is only nursing, she should be nursing very frequently and often enough to draw out the hind milk at each feeding. Make sure if she eats solids that she is eating good nutritious food. Nothing low or no fat for children under 2, their neurological development during the first two years is dependent on fat intake. Now that is not to say you feed your child burgers and fries, but keep the dairy full fat and make sure she is covering her RDA's.
