I haveCOPD and congestive heart failure. I have recently been diagnosed with cancer in my kidney. Dr. states it is not possible to operate because of my lungs. why couldnt laser surgery be done?

I would seek a second opinion.  The type of surgery performed required general anesthesia.  The greatest risk for your lungs with COPD is from the anesthetic and post operative recovery.

We do not have enough information about your condition in terms of the pulmonary function tests.  However, most patients even with heart and lung failure can undergo general anesthesia and surgery, your recovery will be prolonged because of these conditions.  Go to a major medical center for the second opinion because those centers take care of patients with more severe conditions
