Dots around my left hand

I don't think this is really a cancer, but my friend told me to ask in a cancer section, since I was unable to locate something similar to "skin".
Just asking in curiosity, there are light brown dot looking ones all over around my one part of the left hand.
My right hand is fine. On the picture I have added, it kind of looks like rashes due to poor phone's camera feature.
When I touch it, I don't feel anything but smooth skin.

Any ideas on what this might be? It started show these random light brown dots two weeks ago.
I got curious because they weren't like few dot looking things, but many randomly appearing suddenly.

It looks to me like some sort of hyperpigmentation.  Does not look cancerous to me.  I would have a Dermatologist assess the site.

I never do tanning. ( I am Asian, and I really haven't seen Asians do tanning )
