Is this Penis Cancer??

hello,
i have been worrying about the possibilty of having penis cancer for a few weeks now, and it is killing me, i have no peace of mind, and dont have health insurance so i have 2 questions. if you can see in the picture i have a little redness on the right side of the head. ive read up on penis cancer and i believe i have 1 of three 3 common syptoms (symptoms), which is redness, but i have no irration, and it doesnt hurt to touch. i spent my childhood not knowing that proper hygeine is important for uncircumisized men, i found out at about the age of 11-12, after that i began cleaning it with soap and warm water.  just a few months ago i went into a highly chlorinated hot tub, and after getting out i developed what appeared to be a red scar that was never there before, could the chlorine have caused this redness? or did the chlorine aggravate something that already was there?? and though peniscancer is rare, and usually found in men ages 50-70, is it possible for a 26yr old to get penis cancer?? and what kind of doctor dp i contact to get it looked at? and i do not have health insurance so if i did get diagnosed and needed treatment would it be an expensive procedure??  please help me with this, i do not know where to turn, and has been leaving me with little sleep cause ofthe stress that i may have penis cancer. thank you
