Post radiation changes in cells in brain

My brother suffered from brain tumour and went through treatment in 2005-2006.
He was given 6 cycles of chemotherapy and 1 sitting of radiotherapy.
He was fine after 2006 except he lost his hair in the front part of his head, except that everything was fine till 2009.

Last year he had severe cold, difficulty in walking and felt difficult to breath. We took him to hospital.
Then he was out up in ventilator for 45 days. From the MRI report it said that the cancerous cell where the radiations was given were dead. That affected his lungs and the balance system. Later afer some treatment he recovered. But now he feels difficulty while talking and also during walking, after 3 to 4 steps he needs some supprt to balance.

My question is will the radiation which affect the cells after 3 years? Also can't we cure the affected cells which are said to be dead with the help of recent advancement in stem cell therapy?
