Skinless Tumor In The Leg

Hello,
I have my father aged 80, a few years back (2 to 3) he got a sting (not sure what insect it is)
the place started to have head and getting bigger and bigger until its like half a tomato now!
also its without skin on it and sometime it got blood out of it and make him feel relieved (usually it hurt)!
Please advice me what it could be? and is it malignant or not?
I have attached a picture of it!
