Cat questions :D

Hiya everyone
I know I havn't posted in a loooooooooong time but been so busy getting my house all cleaned :D

So heres the problemo
1:
We're moving to the third floor and We'll have a railed balcony. Not screened in. Around my neighborhood i see cats and such on the balconies and I wonder if i let my babies out will they try to jump/climb down? I thought of harnessing them up and tieing the leash to the slider door for safety but if they were to fall...they'd get hurt. Or they'd get tangled up in my plants. Any suggestions? I know that my yorkies will be able to go out there, but i dont want to risk my kitties jumping to their doom. four feet landers or not its risky.

Luffy, has an odd hobby. We have this ceramic bowl that holds their water. Now aside from Luff's love of smells and noises he's obsesed with water. We fill the bowl everyday and sometime in the mroning or at night he tips the whole thing over. Comletely drenching the rug. We had an automatic water feeder thing, but he'd put his paw insode it and watch the bubbles go up as all the water drained out over the bowled area. He's a little demon if you ask me lol, is there anyway i can stop this water behavior?

1. It depends on the cat.. Some cats won't try and jump, some for some reason love death-defying heights(mine included). Three floors is pretty high though, so I would think you're safe..  My cat used to jump from our second floor balcony to get out-she did this regularly and without causing harm to herself.. My ex's cat would also climb a tree 40-60 feet in the air and "hang out" for a few days before coming down-one way or another, and again, unharmed.. You'd be amazed how much impact they absorb from a jump/fall.
If you had cement at the bottom I would say no way, but you said you have plants.. Bushes would provide some cushion if she were to jump.

2.lol, I had the same problem.. Try either a bigger stone fountain(natural running water, and heavy) or a large ceramic DOG bowl.. too heavy for him to tip over.
