Eye Ulcer

My kitty has had an eye ulcer for several weeks.  At least ten expensive trips to the vet later with antibiotics-oral and ophthalmic-and pain meds, still no cure.  The eye is cloudy with red vascularization-any suggestions?  I would appreciate any help.
