My female ficed cat is starting to lose her hair around the base of her tail on her back and on her back left leg. She is acting normal and I do not see her overgrooming in any way. She was previously an outdoor cat but now the landlords do not want any wandering animals on the property. Can this just be stress of not being able to go out?

since you have mentioned she is now required to be inside all the time therefore she is NOW using litter where she perhaps never did before right? and since licking around the back legs is classic littler allergy I would definitely start there...and change whatever kind of litter you are using, is it 'scented'? try UNSCENTED.
try different brands, some cats even have to use a very natural product such as paper or wood shavings. but there are many non scented litters to try first and see if that helps..
She has always used cat litter as well as outdoors. I don't see her licking any more than normal. I have noticed this week though that she is losing weight. Starting to worry me and I am not in any financial position to take her to the vet. Thanks for your advice.
