My neighbor's cat

Once again my neighbors in a nearby building have locked their cat out on their balcony. It was crying it's heart out, but now it's stopped. It's 7 degrees outside, cold enough to kill the cat or give it frost bite. We called our landlords, and as I'm writing this they just now let the cat back inside. I feel terrible, like next winter when I move the cat doesn't stand a chance. The other day one of my neighbors locked their child out on their balcony, but my husband took care of that. Most of the tenants in this apartment complex are terrible people who don't know how to take care of anything or anyone who relies on them. It makes me sad.

Hi Diva I know how you feel I have battled 2 years about the neglected animals in my immediate area , we are sleepless from their barking.I am selling up soon and leaving I cannot take it.Has the cat any shelter on the balcony food water , you should be able to call animal control if not ?

I would definitely contact animal control, because leaving any animal in that kind of weather is inhumane and downright cruel.

And, as for the child being left outside-call Social Services.  That's BS, too.

I agree.  One thing that seems consistent with people who are cruel to animals is that they're cruel to children or even other adults.

Some people should not have pets let alone children.

That is cruel. I would never let my babies (human or feline) out when it's that cold. We even put food, water and a heat lamp in one of our outside buildings for the ferral cats that hang around our house. They do go in there to stay warm but they all run when we walk in. But at least we know they are using it.
