According to my cat's chiropractor this means that her left brain is not working correctly. (Left brain controls right eye.) He has suggested stimulating my 14 year-old cat's brain with Mozart music or any 4/4 time music, especially one instrument melodies. My cat's right pupil does not contract when a light is flashed in it so the idea may be the same as long as there is no other organic problem with the cat. We both like the music so there's no problem there. I also pet, scratch, brush his left side more than his right side to keep up the stimulation. Best of luck.
