male and female kitten neutered and spayed

Hello,
We had both a male and female kitten neutered/spayed 5 days ago. The female seems fine, although I do have to watch the male doesn't play too rough with her as she has stitches to come out in another 5 days.
The male is my concern. He has a fairly hard place under his skin reaching from where he goes to the bathroom to
do number 1 back to his surgical area. He does not want to drink any water at all and doesn't appear to be peeing at all. I took him back to the veterinarian yesterday who wasn't concerned at all, did give him some antibiotics for another 19.50. I have been giving him water in a dropper and he doesn't like it at all even though he licks his lips like he is thirsty. I did get him to drink some chicken broth barely warmed in the microwave a bit ago. He eats cat food ok and he is running and jumping around. Problem is we are not seeing him go to the bathroom to pee at all nor are we seeing him drink from the fountain with water pouring that he used to love. We cleaned out the water
pan added fresh water, hoping something breaks for him soon. We are giving him his antibiotics and lots of love.
He seems to be swollen where he pees. I have had a lot of male cats neutered in my lifetime and never before
has any of them ever had a problem like this. He seems to be getting puffier and more sore at his upper leg area
on the inside. Does anyone have any suggestions?? We are keeping him inside with us.

Hello and welcome...

Oh, something is very wrong.  If I were you, I would take your kitten to an ER vet TODAY.  If kitty isn't peeing at all...which it sounds like he's not...his bladder could burst.

Please keep us posted...
