White dots on penis

Ok 23 male here and I'm not the best speller or anything but i will try and be as discriptive as I possably can!

I have normaly notice I have extreamly dry skin around my genital area mostly around the bais hairs and scrotum, and I changed my soap about 3-4 times changes detergints and still get dry skin or irritation, loation and oatmeal soap seems to help but just the other day I was haveing intercourse and only part that had flesh to flesh contact was with oral and the condom broke when we tryed anal, I do have issues with the lube I have it makes my skin rash up sometimes or nothing at all or just itch really bad untill 2-3 showers later, but I notice the other day like maybe 2 days after what me and her did I have these best way to discribe it ( white bumps ) they look like bumps or very very small water bubbles that popped and the skin dryer up so like if you have dry skin and you look around the hair on your arm you see the dry skin ring around the hair, well that's what it looks like there has to be like 50-100 on the shaft of my penis..
Once again they do not feel like bumps you rub
across them and they are smooth, after a shower they dissapear once I dry up compleatly there still gone but if I rub across it they appear again loation seemed to help clear it up but like I said
there still there...
I have no insurance to just go to doctors like I wish I could, so I'm going to the county hospital sunday night Monday morning at 4am to spend the next 15 hours waiting to get checked out and get my results.. But I'm so paranoid I can't wait to hear some ideas of what it could be, I looked up all kinda of pictures of STD's and haven't found 1 thing that looks like what I have thought it might have been scabes but scabes would spread easy and that's the only spot and there are no red bumps any where.... No puss no red bumps no bumps at all besides the peral I have around the rim of the tip of my penis....
