Static Encephalopathy

Is static encephalopathy only a diagnosis given to babies/children who were dianosised with fetal alcohol syndrom (syndrome).

No, Static encephalopathy means brain injury/damage that doesn't progress.  In other words, the brain was damaged either before, during or after birth and it is not changing.

Hi,
Static encephalopathy suggests there is a brain injury which occurred prior to delivery due to fetal distress or brain injury during the delivery.
This type of brain injury reflects it is non-progressively and involves only white-matter of brain causing gross motor and fine motor deficits in the child.
