Lack of oxygen to the foetus is one of the causes of cerebral palsy. Compilications during delivery can also result in lack of oxygen to the baby (asphyxia) and could result in cerebral palsy but this is a small percentage.

Is that your name? How old are you? How many children you have?
Are you asking this question because one of recent pregnancies have resulted in child probably having CP?
Yes indeed one of causation for CP is lack of oxygen to child during or before delivery.
Any compromise during pregnancy results in lack of blood supply to the child which results in physiological in fetus. Fetus redistributes the blood supply to brain and other vital organs, which can cause hemorrhage and hence this baby will grow to have CP depending upon the extent of injury.
Hypoxia during birth would lead to Ischemic changes and hence would lead to encephalopathy changes and this baby will also grow to have CP.
