In hospital LEEP?

I have the highest stage of cervical dysplasia before cancer.  I am supposed to have a LEEP procedure but because of underlying health issues I cannot do it in my doctor's office but need to have in done in the hospital under general anesthesia.  I'm within the 5 boroughs of NYC and have not had any luck with Medicare/Medicaid being accepted and finding a doc to do it in hospital.  Do I just have to sit and wait for the cancer to take over and then treat it?  Is there anybody who can give me a reliable referral service?  Please.. I need help.
