10 year old adoptive daughter lies and steals

My 10 year old adoptive daughter lies frequently and has been stealing from family and friends. Even if she is caught red handed she lies. It takes days of questioning before she finally tells the truth and acts sincere, but the cycle continues. Her birth mother has been diagnosed with mulitple personalities, personality disorder, schizophrenia, bipolar, etc. My daughter is moody and very sneaky. It is quite worrisome. I have insurance, but don't know where to start. What type of specialist do I take her to? Is she genetically doomed??!! I'm afraid she'll go to a counselor and lie her way through and make it look like nothing is wrong, she is very believable!
