11 year old boy pulling pants down

We had some family friends over recently. Their son who is 11 yrs old, decided to "moon" the kids. He pulled his pants down several times not exposing himself (left underwear up), then decided to pull everything down (the kids all report seeing all his privates). Is this an abnormal behavior?

You certainly dont want him at your house doing it, what did his parents say, ask them why he is doing it as it could be learned behavior has he any older siblings. Say no to having him over tell his parents why.
