11yr old girl doesn't wipe or care

So I'm looking for help somewhere. I have 11-year-old step daughter me and her mother are no longer together but I have raised her as my own since she was 3 years old. Lets cut to the chase her as you don't want to read bs.  She doesn't wipe her area, flush, leaves crap on the toilet seat, ***** and pees in her bed and sit as nothings wrong, spells items backwards all the time, leaves lights on after being told many times to turn it off.

I have tried to teach, help her in anyway I can.  But I have hit a wall I think she needs to talk to someone because we have something going that isn't getting fixed at all these are basic skills my 4yr knows how to do. I have asked her mother to take her to the DR to talk with them and she refuses to take her saying nothing is wrong this is all normal. WTF this isn't normal what do I do?  I'm going to have a kid that will be forever hurt if I can't do something.

If you have any form of legal right to her then you can petition the courts to force an evaluation. Is this new behavior or has it always been an issue? If it is new then she may need to have a visit with a mental health professional. If it is something that has been going on for years then this could be a developmental delay. Both need to be addressed as soon as possible for the benefit of the child. If you do not have legal rights to her, then I would suggest reaching out to the school guidance counselors for advice or even CPS.
