21 month old boy masterbating(masturbating)

Hi,

over the past couple of days Ive noticed my 21 mo old son with his puppy pillow holding it close and rocking back and forth over and over, when I approached him, his face was a little splotchy (it gets this way when he strains) and and I thought he was having an allergic reactiion or something, due to him also looking a little "out of it"  on his face. I changed his diaper and he was erect after this he went back to playing and face cleared up and all was normal again. I called the DR and she said its normal and to ignore it. My question is, Is this normal at his age? He is doing this at least once a day for 1/2 a week. My 2 yr old did go through a phase of learning about her genitals, and has lost interest, but he just seems so young?

It's normal.  If you use the topic line above and type in child masturbating or baby masturbating, you'll find a ton of parents posting about their baby in the carseat, rubbing on the diaper, etc.
