2year old boy doing sexually things

I have a nephew who is 2 years old ,my mother is who mostly takes care of him because my brother doesn't takecare of his kids because he perfers to be on the streets drinking or doing drugs. Well, when my mom can't takecare of my nephew my brother(his dad) "takescare of him". but my mom told me that my nephew acts so weird he goes up to my mom and well starts touching her my mom tells him to stop but he always does it and he also goes up to his sisters and touches them too . we cant even give him a hug or kisses cause he gets turned on and the he starts um...to move and make noises like when two adults make out. we dont know what to do

A definate red falg has gone up in my head , I am not certain who this child should be left with , but there are some obvious problems here, I think the best thing is to start with a Doctor for help and information, he has learned a behavior and I feel there is abuse coming from one or more sources ..Please get him some help.
