3 yr old girl toilet training.....

My girlfriends daughter is 3-1/2 yrs old and she will pee on the toilet but will not BM on the toilet. She has no issues with doing it in her underwear and walking around with it in her pants or anything. We have tried prizes, treats, taking things, etc and nothing is working. A little history, she has had a constipation problem since she was a baby and it has gotten better but it seems as though she is scared to go on the toilet or something. I'm not sure but it drives me nuts. Both of my boys were trained by 2-1/2 to 3 yrs old and it wasn't difficult at all. Should we put her back in diapers, any other suggestions??? Thank you..
