Hi,

it is normal for boys, and children in bilingual environments, to develop speech more slowly. This is not a concern.  IT is normal.  There is also a wide range of what is normal.  At three years old I would still see no need to be concerned.

Just keep exposing him to language as much as possible - talk to him constantly - in both languages, explaining what you're doing and things around you all. Encourage him to express himself to you and give him plenty of time to answer / respond.  Things should change rapidly in the next year as he grows.

If he gets to 4 without making progress then maybe get him assessed, but likely he is just taking everything in and in time it will all come out again as it should.

Best wishes
