3 yrs old sexual behavior

my 3 yrs old grandson shows things that i think are not normal for a child his age when he comes over to spend the night and he thinks i am asleep he will try to pull my pants down rub my butt or lick it and has tryed to suck on my toes put his hands on my breast pulles his pants down and plays with him self or trys to rub his penis on me .i pretent iam a sleep just to see how far he goes this is so disturbing ,my daughter says he does the same thing to her . we tryed  to question him but he avoids it. where might we take him to find out if this is normal?we don't want to yell at him or punish him but we are wondering if some one could be showing or teaching him this,

Oh boy.    First, don't just let him do these things to you to see how far he goes-----  kinda gross.  But yes, this is something that has most likely happened to him and I think you need to see a child pyschologist.  good luck

this isnt something they just do sounds a learned behavior ask your daughter who he is alone with, it would be better if he has his own bed in your house and his own house , be firm this is'nt appropiate .
