3yr old with speech delay and social behavior problems

My son is three yrs old (4in Feb). He had fluid on the brain but was cleared when he was two doctor said only a little extra left. (no shunt as he felt it would go away on its own and it seems to have) Landon has always been behind (doctor said sometimes happens with his condition) I now have him in school two days a week to try to help with his development. Landon has always hated new people and if anyone at the store looks at him he makes a noice and turns away. He will walk by himself in the store but if someone approaches that is when he freaks out. The teacher says he doesnt talk to her or the assistant. When they ask him questions the says no and looks away. She says when he plays it is normally by himself and if a kid comes up it is usually a couple of words then he leaves. He also has a speech delay that im currently getting ready to get help with. Landon is also very sensative child, whether he loses his temper and cries b/c of a toy or not being first. He is very shy. Is this normal behavior or is this something i should also have him looked at for? A family friend made the mistake of trying to be his friend and pick him up and Landon freaked out hitting him and screaming..... im worried this is getting worse. HELP

No, this behavior is not normal. However, I'm not suggesting you have him evaluated because the most important thing to do is continue to expose him to social situations. It would likely benefit him to attend the pre-school more often than he does. That is likely the single most important thing you can do to promote his development.
