He is not going to 'work this out by himself'. It is the school's responsibility to implement a systematic method of dealing with the beahvior.
You should arrange an evaluation for him with a pediatric menatl health professional who can then confer with the school staff as a component of the evaluation.
I did ask them about it and they side that some thing he has to work out for his self please any thing you can tell me on what to do?
I take the toys from him i put him in time out, Then there days i set a side to spend time with each kid i have three kids and the other two dose not do this.

On a regular basis, no, the behavior is not normal. Hopefully the Head Start program will help arrange an evaluation. They may think, though, that the behavior is in the domain of a behavior problem that requires systematic behavior management, and not symptomatic of an underlying emotional disorder. Ask them about it.
