4 y/o Temper Tantrums.

Hi.  I am at my wits end with my older daughter.  She just turned 4 y/o on Sunday and is becoming more...well...out of control the older she gets.  She is at a stage now that began about 4 months ago where she will throw these screaming, jumping, arm flailing temper tantrums.  When we are at home, I can control the tantrums, but the second we are in the presence of other people, ie. at daycare, grocery store, even in front of other family members, she gets into so much stuff , refuses to listen and when asked to stop or leave (leaving daycare)...Boo  (her nickname) will go haywire.  
Now, I know there is some stage that kids go through, but I can't imagine it being like this all the time.  Her dad does have ADD/ADHD.  She also exhibits a lot of the symptoms for a kid having ADHD (plus our primary physician has also noted her symptoms as well).
So is this something that overly hyperactive kids do or is this some behavioral problem?  Nothing I do seems to work and...well...I just feel lost.  None of the websites I've looked up to deal with temper tantrums seem to really work.

Help!
