4 year old daughter & sexual behavior

have a set of 4 year old twins, a boy and a girl.  I went in to check on them playing in their room the other day and I caught my daughter on her knees with her pants and underwear down.  Her twin brother was laying on the floor playing with one of his action figures.  He kept telling him to "play."  I dont let them watch things on TV or anything like that and they do not observe that behaivor eithor.  I asked her why she was doing that and she gave no answer just started crying.  I asked if anyone has ever touched her there and she stated no.  I explained that it was "bad" of her to do things like that and you dont act like that and so forth.  Why would a 4 year old girl ask her 4 year old brother to "play"?  I just dont understand.  I was molested as a child when  I was 7 years old.  That is the one thing that keeps going through my head...I have a horrible feeling someone has done that to her for her to act like that.  Any advice? Anyone gone through this theirselves with their children?

Some play like this is considered normal it is believed that excessive sexuality could come from abuse, this may be simply she and her brother were playing a game, so let it drop,if children feel your anxiety they often say no or I dont know. However check out any avenues it could have come from, do your twins go to school have babysitters, Relatives, it will set your mind at rest. dont make more of an issue with the children ,.
