4 year old son takes women's underwear

My four year old son keeps taking my mother-in-laws and my underwear and hiding it in his toy box.  I have never seen him try it on or do anything else with it but hide it.  Both my husband and I have talked to him about it but he continues to do it.  I also have an eight year old son who never did anything like this.  I have no problem with him dressing up and pretending but he doesn't seem to have an interest in this.  I don't know what else to do.  I am afraid of handling it the wrong way but I want to get this under control.  If it was just my underwear it would be one thing but now he is taking my mother-in-laws too.  He does spend a good part of his day with her while I am at work.  What should I do?

Your approach should be simple and straightforward. Set the limit: You may not take things that do not belong to you. If he violates the rule, place him in time out for ten minutes (sitting quietly in a chair). Repeat this for any additional violations. The approach is the same, regardless of what item he may take.
