4 yr almost 5 year old intentionally wetting her pants

I am a foster parent and when she was placed with my 3 months ago she wore pull-ups to bed. However here is the thing she did awesome at first and didn't have any accidents. Once she intentionally went in her pull-up while brushing her teeth before bed. Then she would go at night and reported she was awake just didn't want to get up. There is lights on for her to be able to see, so i don't think that is the issue. doing laundry the other day I found a pair of underwear she soiled at daycare. Reports she had to go for awhile and then it was quite time, so instead of asking she just went in her pants. Last night at supper she intentionally went in her pants and tried to hide it.  Then she also wet the bed. We are out of pull-ups and made the decision to not buy anymore. So last night she was wearing underwear to bed,  We will start putting her in her brothers diapers at night, due to them being cheaper. However when she wears them she feels its ok to just go. Please help me help her.

I suggest not focusing at all on the nocturnal enuresis. There is really nothing to be done about that from the point of view of stopping it. More than 5% of children that age are still enuretic at night. Her pattern indicates that it may well be o0n the way to stopping.
