4 yr old son and friend

My 4yr old and a good friend of his whom is also 4 about to be five have been caught kissing eachother while being naked! I am so frustrated! Is this normal? Both my husband and our friend and her husband have all sat down to tell the kids that this is wrong and it doesnt seem to help. I am worried that something might have happened to one of them. Maybe its just them being curious but they have never done it with anyone else just eachother. Please help ease my mind! I dont know if I should take him to counseling. Any suggestions?
