Ok, thanks for the response.  The reason I asked how he was doing in school was because schools typically do more than talk to the kids.  If he is also having problems in school (and has an experienced teacher) than this is indeed more of a problem and the school can help.
Of course, if this is only happening at home - its still  a heck of a problem for you (or you would not have posted).  So a couple of ideas.  Get the book, "SOS Help for Parents," by Lynn Clark and follow it as closely as possible.
Second, go to this link and read the suggestions by specialmom.   They will work.  I would also check into the books I suggested in my last post on this site.  The link is http://www.medhelp.org/posts/Child-Behavior/-4-year-olds-crazy-behavior/show/1717969.
Particularly, note what I say about how long it takes for behavioral modification to work and how important consistency is.  This is something that will work.  It just doesn't happen overnight.  Best wishes.

Ummmm, now that we know their age - same question I asked Lazarap.  Are either of them in any kind of daycare/preschool situation?  If so, does the school have any of the same problems you do?  Knowing this helps to eliminate possible solutions.  But, I do think Adgal's post is certainly on the right track.

Young children do tend to have selective hearing.  I have 4 and 7 year old nephews that also don't listen a lot of the time.

A couple of things.  Stay calm and firm. Try not to yell, it just tends to make everything harder (think as an adult..if someone yells at us, it's hard to focus on what they are actually saying, you tend just to focus on the fact that someone is yelling).  Have age appropriate consequences..ie" time outs, sent to room, lose a toy or a priviledge.

It's important for little ones that the rules be consistent, so it would be nice if grandma's or other adults enforced the same types of behaviors and rules.

And lastly, I'd pick your battles.  Stick to the things that are really important, such as things that could cause harm to them or others.  Accept that your probably going to have to repeat yourself a lot, and that this is quite normal.
