6yr old exposing himself to peers

My 6yr old has been exposing his penis to his friends.  This is occurring at the after school program, only and not during regular school hours.  I have spoken with my son and it seems that he understands that this behavior is not acceptable.  However, his attitude to my words is that of "I don't care".  How do I make him stop this behavior?  He has been suspended from the afterschool program and is on the vurge of being expelled.  Please advice.

Are you sure he is the only one somehow I doubt that, perhaps find out by carefully questioning who else is doing this, the school would surely be aware, it is that kind of learned behavior, also has he got older siblings or Family members that he has seen or any magazines.
