7 year old and overly attracted to girls?

I am a "buddy mom" to a wonderful 7 year old.  This is my boyfriends mom from his divorce.  I happen to have a great relationship with his son and his ex-wife.  I know shocking..  We will call the boy Tim.  Tims mom comes from a life of abuse from her stepdad and an alcoholic abusive mother.  Tim knows the details and Tims mom is raising her other siblings.  Tim is a sweet 7 year old who  appears to be a bit hyperactive, starved for attention, may suffer from depression like his father, worries a great deal, saw mom and dad arguing before the divorce and told me how at 3 yrs old he would go out to the living room at tell them to be quite.  His words.  The mother does not want to get him counseling, the father does.  At school Tim has girlfriends we thought were normal crushes but it appears to be a bit more.  He gets depressed when they break up, talks about kissing them, marrying them, holds hands and it resulted in a very bad fight with a girl where it was physical.  He claims the girl was upset and cries because she loves him and cant live without him.  He is very focused on that, and the girl.  His second grade teacher has expressed concern and says she has not seen this seriousness about girls in her long time teaching before.  Is this normal or is there cause for concern?  What is a normal crush for second grade?  Do they kiss and get depressed when they split?  He writes her notes saying he cant stop thinking of her and he misses her so much, that he thinks of kissing her and wants to marry her.

This behavior is not within the norms for his age, and it is quite likely associated with his experiences in his family. He should definitely be in therapy, so anything you can do to bring that about would be useful.
