7 year old daughter keeps "forgetting to do everything"

My 7 year old daughter keeps telling me she had done her homework and then when I check it's not done. She lies constantly about things i.e. brushing her teeth, doing her homework, eating her breakfast, etc. She is overly sensitive about things. She has a hard time with loud noises and people yelling. She cries very easily. She has said she hates her life. She blames her sister for everything. She wants to sleep with me all the time and doesn't like me to leave her. Any suggestions?
