7 year old has focusing issues

My 7 year old daughter seems like she is in another world sometimes.  You can talk to her and she'll say okay, then a minute later she'll ask me "what did you say?"  She is very socialble, always talking or singing.  Is not afraid to talk to anyone.  
At school, she is taking remedial reading and needs speech class for a tongue thrust.  And she is not doing well in spelling or phonics.  She loves art and music though and does really good them and seems to do well at math and interested in science.   I don't know what to do, second grade is a faster pace than first grade and I don't want her to be left behind.  The biggest problem I see, you'll be talking to her looking at her right in the face and her at you and she might be able to repeat you, but it doesn't seem to register in her mind.  I'll ask her to go brush her teeth, she'll go down the hall way and come back and ask me, "what did you say?"  
For the past few years I always had this problem with her, but everybody would always just say it's her age.  But know I think it's coming out more since she's been in second grade.  She has also forgot her homework a number of times so far which makes it even harder to keep her from falling behind.  
If anyone has any ideas to how to get her to learn and listen I can really need it.

have you gotten her hearing tested, my cousin was like that and come to find out she was deaf in one ear. good luck
