My 7 yo son, the youngest of 4 children, is a

School-age children development beleves he has strong signs of ADHD, and I'm working on getting his HMO doctor to follow through on this (without much luck BTW).
Recently my 21 y.o. daughter noticed some very personal items missing from her laundry. After some searching, it became obvious that the 7 yo had been, over a period of several days, taking and hiding her things. He was able to offer no reason for this. Is this just another sign of the impulse-control problems he has, related to the suspected ADHD? Or is this a more serious sign of some other problem, of some need he's not getting met? Seven seems young to be taking him to a therapist, but this behavior just seems really weird to me.
Thanks for any help you can give me.
